Tuesday’s Melbourne Cup is being overshadowed by an expose that one researcher says is shaking the Australian horse-racing industry to its core.
Footage of trained and celebrated racehorses whipped and beaten, given electric shocks, kicked in the head and slaughtered at pet food knackeries where the law says they shouldn’t be.
An ABC investigation is putting the heat on the New South Wales Racing industry, as it denies the scale of the carnage.
It says around 34 horses a year end up at the slaughterhouse, but the 7:30 report investigation revealed there were more than 4,000 racehorses in the past year killed at one abattoir alone – with their identities laid bare due to the brandings of iconic horse studs.
Professor Paul McGreevy from Sydney University’s School of Veterinary Science has done extensive research into the treatment of racehorses over 25 years.

تعزیراتِ پاکستان میں درج سزاؤں میں جو مزید سزائیں شامل کی گئی ہیں ان میں جسمانی ضربات سے متعلق ایک مکمل باب ہے جس میں ضربات کی نوعیت کے لحاظ سے سزائیں تجویز کی گئی ہیں۔ ان تجویز کردہ سزاؤں میں سزائے قید کے علاوہ جرمانہ کی سزائیں بھی شامل ہیں جن کیلئے قانون میں ارش ، ضمان اور دیت کی اصطلاحات استعمال ہوتی ہیں۔
دیت :دیت سے مراد معاوضہ کی وہ رقم ہے جو تعزیراتِ پاکستان کی دفعہ 323 کے تحت مقرر کی گئی ہے جو تیس ہزار چھ سو تیس گرام چاندی یا اس کی مالیت کے برابر رقم ہے۔
ارش:ارش سے مراد معاوضہ کی وہ رقم ہے جو اس قانون کے تحت مقرر ہے جو مضروب یا اس کے قانونی وارث کو ادا کی جاتی ہے۔
ضمان :ضمان سے مراد معاوضہ کی وہ رقم ہے جس کا تعین عدالت مجاز کرتی ہے اور یہ ان جسمانی ضربات سے متعلق ہے جو ارش کے زمرہ میں نہیں آتیں۔
ضرب:تعزیراتِ پاکستان کی دفعہ 332 کے تحت اگر کوئی شخص کسی دوسرے شخص کو ایسی اذیت یا جسمانی نقصان پہنچائے جس سے اس کا استعداد کار متاثر ہو یا اس میں کمی آجائے یا اس ضرر رسانی سے جسم کا کوئی حصہ ناکارہ ہو یا جسم کا عضو جسم سے علیحدہ ہو جائے تو ایسے جرائم ضرر رسانی کے زمرہ میں شمار ہوتے ہیں جومختلف نوعیت کے ہوتے ہیں مثلاً1۔ اتلافِ عضو 2۔ اتلافِ صلاحیت عضو3۔ شجہ 4۔ جرح اور دیگر ضربات جو مندجہ ذیل ہیں۔
1۔ اتلافِ عضو
ضرر رسانی کا ایسے عمل جس کے نتیجہ میں جسم کا کوئی عضو ضائع ہو جائے یا اسے جسم سے علیحدہ کرنا پڑے تو ایسی ضرب کو اتلاف عضو کہیں گے جس کی سزا زیرِ دفعہ 334 تعزیراتِ پاکستان 10 سال تک قید قصاص ہے اور اگر قصاص ممکن نہ ہو تو اس جرم کی سزا بطور تعزیر اور ادائیگی ارش ہے۔
2۔ اتلافِ صلاحیتِ عضو
اتلافِ صلاحیت عضو سے مراد ضرر رسانی کا ایسا عمل ہے جس سے کسی عضو کے کام کرنے کی صلاحیت یا تو مکمل طور پر ختم ہو جائے یا اس میں کمی آجائے یا س کی ہیت تبدیل ہو جائے تو قانون میں اس جرم کی سزا قصاص اور اگر ایسا ممکن نہ ہو سکے تو ادائیگی ارش کے علاوہ دس سال تک قید ہے جو اسے بطور تعزیر دی جائے گی۔
3۔ شجہ
شجہ سے مراد سر چہرا پر ایسی ضرر رسانی ہے جو نہ تو اتلاف عضو ہے اور نہ اتلافِ صلاحیتِ عضو کے زمرہ میں آتی ہو۔ اس کی مختلف قسمیں ہیں۔ 1۔ مثلاً شجہ خفیفہ 2۔ شجہ موضعہ 3۔ شجہ ہاشمہ 4۔ شجہ منقولہ 5۔ شجہ امہ اور 6۔ شجہ دامعنہ۔ ان جرائم کی سزائیں بطور تعزیر دو سال قید سے لے کر چودہ سال تک ہو سکتی ہیں۔ اس کے علاوہ جرمانہ بھی بطور ارش ہو سکتا ہے۔
4۔ جرح
تعزیراتِ پاکستان کی دفعہ 337 (بی) کے تحت اگر کوئی شخص ماسوائے سر اور چہرے کے جسم کے کسی دیگر حصے کو ضرر پہنچائے جس سے زخم کا نشان مستقل یا عارضی طور پر نظر آئے تو ایسے عمل کو جرح کہتے ہیں جس کی دو اقسام مثلاً جرح جائفہ اورجرح غیر جائفہ۔
1۔ جرح جائفہ
جرح جائفہ سے مراد ایسا زخم ہے جو جسم کے اندرون تک سرائت کر جائے جس کی سزا زیرِ دفعہ 337-سی 10 سال قید اور ایک تہائی دیت کے برابر ہے۔
2۔ جرح غیر جائفہ
جرح غیر جائفہ کی مختلف اقسام ہیں مثلاً جلد کا پھٹ جانا، ایسا زخم جس سے خون پھوٹ نکلے، جس سے ہڈی نظر آجائے تو ایسے جرائم کی سزائیں جرم کی نوعیت کے لحاظ سے ایک سال قید سے لے کر سات سال قید تک ہو سکتی ہیں۔ اس کے علاوہ عدالت مناسب رقم ضمان بطور حرجانہ ادا کرسکتی ہے۔ Video Rating: / 5
